server freeze or what?

okey this is starting to become really annoying , and it's not the first time this happens and it's for everyone not just me .
i was playing normally and all of sudden the game working fine but no skills casting or buffs or anything , well , by a better explanation the skills you can cast it but there isn't any effects coming out or any damages , even the buffs when it's ending its effect the count down of the buff remain at 0 but the buff do not disappear.
this is the third time this happens in 3 days ..
