Shepherd Weapon still locked on Asmo side, Camp no NPC spawned

    Two major problems:
    - Asmo side, shepherd weapon still can't be bought, this was a major problem after september update, even this thing is still not fixed
    - Katalam and Danaria, many campsites no NPC is spawned, can't do GP quests at all.
