    Are they available? If so, where can they be found?

    Also a question about shield: The part that says damage reduction: 30-50%, does that only come in effect when it blocks or at all times?

    Yes, they are available u can get them with this command
    //givemissingskills

    and the damage reduce of the shield only works when it blocks

    You play crystal so //givemissingskills doesnt work I believe, I think that the NPCs that sell level 50+ skills have to be spawned in by a GM..

    And with shields, the damage reduction only takes place when you block.

    On Crystal, the skills must be bought. The 50+ skills are bought from npcs in the Cloister of Kaisinel if you are Ely or the Convent of Marchutan if you are Asmo. You can also buy advanced stigmas for kinah from them. The npcs get spawned by admin and will be announced in game when they are spawned.
