Skills Not being able to Use!

Hi I have come across a bug yesterday where my Kunoichi can't use 2 skills that I am aware of in it's awakening. I will post a picture below showing I can't level up my [Crimson Eclipse ] or my [Half Moon Slash]

As you can see my character is Level 64 and has plenty of Skilll Points to rank up and use the skills but it does not give me the option to rank them up and I will make a gif showing me ranking up skillls but those i cant use or quick slot.

Now this issue does not apply to my Sorc since I can grab and use my E buff just like my Kuno should be able too.

What causes this or how to recreate this issue? I have a hunch the issue is created from me taken XP/SP from my Kunoichi in the past when it had lv 64 and reverting it to level 1. And just recently I wanted to play Kunoichi again so I bought weapon exchange coupons and the XP/SP coupon transfer, once I got the Kunoichi to lv 50, I resent the XP/SP from the other Character to the Kunoichi. Once I used the coupons to transfer over my weapons and then used a Armstrong Skill Guide (as you can see one activated at the top) I then noticed Half Moon and Crimson not being able to spec into. I think this is created because when I revert my Kuno to lv 1, it unlearned the knowledge it gained from the awakening quest for those skills and since releveling it do not get the questline again at all so can't relearn the skill's knowledge.

I would love to have this fixed and if it can't be fixed, then at least compensated for the Main, Awakening, Off hand weapon coupon Exchange and the XP/SP coupon exchange so that I can have the choice to remake this Kuno or put my stuff on a different character. Thank you and hope this helps.
