    Just talk to his wife first Islin Bartali.

    I know you wouldn't normally have to do this on retail, but for some reason you have to do it here. Once you talk to her, you will unlock all your quests related to Igor Bartali.

    She can be found in the "Inn" next to Igor Bartali.
