    i read on aion retail that you can find it on asmodian side in morheim ice claw village but i searched everywher and couldnt find it even after reboot

    rather, they removed it there and made sirocco a special donation item..

    you can get that by donating to carl directly..

    or..

    you can trade some people for it.. they got it from xmas shop..
