    Because neither asmo or elyos has the fraction base necessary for the npc to appear. If it belongs to Balaur, it wont show.

    It is currently impossible to take over Balaurea fortresses for now. I'll look into the NPC's and see what can be done.

    Nah its there, but the boss isn't attackable. Your attacks just go through him.
