    Those items are disabled. You can't purchase those items from npcs. How ever there are still people selling them.

    I'm not exactly sure why. But I think it had to do something with people bug abusing the solo instances along time ago.

    So, NTO sets/weapons are disabled and aren't acquirable in-game anymore. The only way to get it is from the special in-game or forum events. (Basically, that's how most of the people got them). TAC officer's weapons are locked too and aren't buyable, but as far as I am aware of, people are able to buy the TAC officer's sets (still needs to be tested again).
