Tailoring: Elyos. I can't find the NPC for...

    I have been searching for hours in game and in forums, but i havent got a clue why I am not able to find
    tailoring NPC's sample Tacitus in Sanctum and Hegemon in Eltin, I'm afraid that goes to several Tailoring NPC's I am trying to gather mats for Worthy Noble Durable Fess Tunic but I couldnt find the NPC's that sells some of the mats. I am using the 1.9.

    Guys any help please.
