And i just said Arbiter Plate Set + woc lvl 2, but he just laughed at me and he doesn't want to add the woc lvl 2 anymore. What is a good action for this?

Getting trolled is part of trading. You gotta learn how to deal with these kind of people. But unfortunately no action can be taken against that person since he did not trick you in using credits to buy stuff as part of a transaction and suddenly decided to cancel it. You just gotta move on and find some other deal.

 

As Haydheez said, he didn't actually scam you. Traders are fine to give up their trade and cancel offers before doing the atual trade. Or.. well "lie". Nothing can be done about that, unfortunate.
