One more idea. Don't play in a coffee shop. There should be a rule against using the coffee shop excuse which will result in full and complete ban (ingame AND in forums!) Because personally, I am sick of this excuse. Get a job and get your own I.P or just quit entirely. No matter how many other fake coffe shop costumer accounts you make, no one is going to believe you.

I am unable to remove an account or IP ban. Even if I were able to, I am doubtful that I would do it. When it comes down to it, I'm doubtful about the 'my friend gave them to me' story. I checked the inventory of your friend, and he had just a single gold medal. He could have given all but one to you, but I still don't have proof of this claim.

While I am sympathetic to the members of the shop that were not walking around with duped items, the shop needs to just change it's static external IP address to get the players that weren't banned playing again. Alternatively the players could just use a proxy server.
