Transport balloon npcs are just not there.​

Bug Description:

I'll open the thread with a premise : aka , I don't know if this feauture was disabled on purpouse or not but since it was announced to be available in patch notes I am going to assume something just didn't go right.

Simply....transport balloon npcs which should be present in Calpheon , Altinova and Valencia are simply just not there and as such it is impossible to use balloons.​

How to reproduce/proof:

Simply just look at the locations where these npcs should be positioned . They are not in game....at least for me.​
