Solved Travel to starting areas?

Are starting areas just forever out of bounds in this game? I've seen pics of folks being reported on top of things in Ishalgen, but that was a year ago.
After lots of forum searching, the answers seem to be "Just keep trying the teleporters, gray destinations eventually show up". as if there is some RNG choosing which destinations you'll see this time.
I clicked the Pandamonium Teleporter guy maybe 30 times and lots of places came and went - gray and available, but never Ishalgen, like it was forever out of bounds once you came to Pando. Then I went to Altgard, and Ishalgen shows gray, and some others do, but after a few dozen tries, all the others show up available, but never Ishalgen, although, unlike Pando's Teleporter, it is actually on the map like it should work.

I've looked at various merchants, but never an out of town scroll for sale. Like all we want to do is come back here, where ever we at at the moment.

Just tried to get started here and clear a quest from my quest log. I guess I could just abandon, but hey... No way back?
Should I just keep trying at Altgard until it shows? 100 or 200 times??
What's the story? The Teleporter service folks on strike for some reason?

Holy freaking crap!!! That was the answer... Maybe another 30 times and it showed up. Wheew...
No way to up these guys wages so they always work. Real pain for them to be on strike like this.
