Unable to barter

Hey, I searched the forums, but couldn't find anything about this. I just transferred my barter xp to a different character, but the anchor/barter tool when you get to a barterer does not pop up. I tried relogging and restarting the game, but it still doesn't pop up. Do I need to refresh the barter list to a new one in order for this to work? Any help would be appreciated. Thanks.

You fix it by clearing your BDO cache.
This should be put in a FAQ somewhere if it isn't already.
I'm new too, and had to figure it out myself. I spent a lot of hours trying to figure it out when I discovered the answer in an old thread on these forums :\
