Unable to hire more than 15 workers in Heidel​

Bug Description:

First off I'm sorry about the earlier thread I've made and it's probably caused a bit of confusion about not being able to hire yellow grade workers.

Anyhow, I have currently 15 busy workers in Heidel and they're all gathering different stuff. So I wanted more additional workers to create costumes and tools for me to use, and what I did was buy more lodgings which then gave me 4 more lodgings.(Note: I did not use any pearl shop item, it's purely from contribution points) I try hiring more workers and whenever I click the button to hire, it doesn't seem to go through and when I check my worker list, the worker I've tried to hire isn't there and the lodging remains the same, it's still 4.

Side note: I searched about this problem and it seems to occur in official as well, people have been saying how they can't hire even though they still have lodgings left.​

How to reproduce/proof:

Have 15 workers in Heidel and buy additional lodgings then attempt to hire more workers.​

 

this seems to be a cap at 15 workers
