Unable to retune Sauro Commander's Spellbook

    I have just claimed a Sauro Commander's Spellbook from Sauro Supply Base. I have not enchanted it, not socketed it with any manastones, and have waited until the Temporary Trade Timer has expired. I am since unable to retune the spellbook to try and get 6 manastone slots - it says "Sauro Commander's Spellbook cannot be retuned".
    I purchased the Tochiro Mythic weapon retuning scroll here:

    Has anyone else been able to retune a weapon using this scroll? Not sure if this is a server wide issue or just an issue for me.

    I remember having an issue with retuning my spellbook as well on NA, but not any other weapon. Maybe it's a spellbook exclusive thing? Not sure.
