Patch Notes [Update] 03/22/2020

Code:

- Implemented party drop system for Vell and Khan raids
- Implemented Vell specific kill rewards (via Black Spirit Safe)
- Implemented music leveling for Shai
- Implemented Shai specific quests where need play music to complete mission (example: https://bdocodex.com/kr/quest/3539/2/)
- Fixed can't accept adventure book quests when you have 30 normal quests taken
- Fixed can't obtain titles based on knowledge count
- Fixed party music didn't broadcast to nonparty players
- Fixed possible vehicle stuck in disabled regions
- Fixed cannon shoots ignore monster avoid state
- Now guild mission cooldown is 10 min and shared between channels
- Trade sell limits now has fixed reset time at 00:00 by server time
