Unfortunately theres not enough proof in the screenshot to do anything, really screenshots can't say anything about no target bug because either you don't have the person targeted or you do, and those are both two extremes, neither of them proves that the person is bugged

Try to get some video evidence if you can of this happening, next time this will be noticed as its happening though so we can catch them ourselves >.<

 

I noticed this earlier and already dealt with it, thanks for reporting though

Also- like Edi said, for untargettables video evidence is best.
