Vote Reward missing item

I used vote reward points to get the following item a couple of days ago. I re-logged several times and checked all my toons to see if it ended up there. Also had plenty of cube space open to receive the item. You can see in my history that the item was purchased.
Here is the info copied from my purchase history. Help with this issue is greatly appreciated.
