Voting Problem?

Why this issue only targets my IP? I called someone to try voting my character and it worked. What's the problem with my IP?

 

HoHo I was supposed to vote at 7:30am today(=12hrs since I last voted) and its 9:30am I voted and the 4th vote didnt come through and it says I already voted and I have to wait for 230minutes?? WEIIRD coz its supposed to end at 7:30. I checked my browser and it didnt have a proxy means im using my own IP I used 14hrs ago. How can someone use my IP and it was voted during the my 12hr vote duration so odd!
