Weird client issue

I Just reinstalled fresh new Aion client , downgraded it and installed item pack (all working fine)
But in tiamaranta town i can't talk with any NPC they are disabled for me with a prohobition sign.
I mean they are there but a little bit greyer and somewhat disabled for me.

(i can't talk with augment officers , conditioning officers , stigma master not even general goods)
Mostly any npc in tiamaranta


Is there a quest i need to do first or something ? or talk to someone ?.
All i wanted is to get some augment stones because i only have 5 left for me gear.

Tiamaranta is divided into two parts, one for asmodians and one for elyos, are you maybe trying to talk with the opposite faction npcs?
Anyway you can buy augmenting stones in Pandaemonium/Sanctum (next to the conditioning officer) and in Sarpan, left building in Siels district for elyos, right building for asmodians (Up stairs)
