Why can't I enter the Priory?

The teleport statue in Pan just casts and does nothing, the NPC in Gelk fortress doesn't do anything either. Yet I see people selling skins and buying Eternal gear when I can't even enter. I also had someone else test this with me with the same result.

"A priory is a house of men or women under religious vows that is headed by a prior or prioress. Priories may be houses of mendicant friars or religious sisters (as the Dominicans, Augustinians and Carmelites, for instance), or monasteries of monks or nuns (as the Carthusians).
