Windows cannot access the specified device, path, or file.

I've had GamezBDO installed before and it ran fine. I uninstalled it some time ago and tried to reinstall it, and every time I try, I get the same error.

"Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."

Then the weirder part happens. After a few minutes, the GamezBDO.exe file just disappears. I have no idea what is going on, but this is seriously annoying and I have tried just about everything. I've tried running as administrator, reinstalling, and disabling everything. Nothing is working.
