Witch - skill Voltaic Pulse bug

    Witch - skill Voltaic Pulse bug
    Bug Description:
    skill is not recovering MP when oneshoting monsters
    How to reproduce/proof:
    witch lvl 61, gear: 158/161/140 (299GS, 206 accu)

    get into pack of small manes and cast Voltaic Pulse (V)
    spell costs MP but dosnt recover any MP

    when hitting bigger monsters (Giant Mane) skill recovers MP (but in my opinion too low ammount)

    Witch Voltaic Pulse + flows
    Bug Description:
    Class: Witch
    Skill Name:: Voltaic Pulse (Shift +f )
    Skill Level: IV
    What the skill is doing: Apply bound while a player is on the ground
    What is expected of the Skill: Not consuming cc while ppl are on the ground
    Also, witch/wiz flows should have 100% acc or/and ignore player defense.
    How to reproduce/proof:
    For example, do this combo
    Fireball + Fireball explosion + voltaic pulse + detonative flow ( w + f )- this skill should apply floating but dont because voltaic pulse consumes cc while ppl are on the ground.
    U can do this combo - Fireball + Fireball explosion + any other skill + detonative flow ( w+f )- floating will be applied.

    Tested both on retail:
    1. One shoot beetles with Voltaic not add mp
    2. Combo Fireball + Fireball explosion + voltaic pulse + detonative flow ( w + f ) - not finish with floating
    Both rejected
