Wiz/Witch Magical Evasion No PVE I-Frame​

Bug Description:

Wizard and Witch's evade skill (Magical Evasion: https://bddatabase.net/us/skill/876/ ) is a very reliable PVE I-frame on retail. On this server i believe it either has absolutely no PVE I-Frame or a very small I-Frame. It is not a PVP I-Frame on either server.​

How to reproduce/proof:

Use Magical evasion a/d/s + shift in either Staff form or awakened against a mob that commonly CCs. Here is a clip of me using magical evasion and getting CCd multiple times out of it. https://plays.tv/video/5ad5fda9dd59f61e99/-o​
