Confronting the Goblin Chief Quest - Black Spirit quest​

Bug Description:

Hello, everytime I tried to take the quest and start it it fails. I go to desiganted spot and try to use the scroll and then I get message that I can't do quest in a node war chanel, something like that..And I am on regular chanel and there is no node war going on.

What should I do? I quitted few times this quest thinking it will repair itself but evrytime same.​

How to reproduce/proof:

SO, use scroll on the spot and get wrong message ​
